Tutti gli imputati sono imprenditori edili, che, sempre secondo l'accusa, avrebbero controllato in maniera capillare gli appalti pubblici della zona della Bassa Quisquina. Il Tribunale ha anche stabilito il risarcimento dei danni alle parti civili che si sono costituite nel processo: gli imprenditori Francesco Leto, Massimo Leto, Giovanni Bonanno, Ignazio Cutro', Salvatore Cammarata Spataro e Salvatore Palermo.
